Home Care Agencies Settle on Backpay for 24-hour Workdays, Workers Urge Chinese-American Planning Council (CPC) to Follow Suit

New York – Recently, several home care agencies have started to pay back the owed wages for home attendants who have worked illegal 24-hour workdays with only 13 hours of pay. This is a significant step forward not just for home attendants at these agencies, but for the united campaign to end the 24-hour shifts. In response to this decisive victory, the home attendants of CPC will gather in front of their employer, an industry leader of the 24-hour workday practice, to share this development and demand CPC join these other agencies to right their wrongs.

Most home attendants working the grueling 24-hour workdays are women of color and immigrants. Home care agencies, including Incare, Emanuel and Renaissance, are settling with their home attendants with 5.5 hours of backpay for every 24-hour shift. These are small agencies compared to CPC, one of the largest in New York State. Wayne Ho, President and CEO of CPC, recently wrote to denounce the inhumane practice of 24-hour workdays. However, his words contrast with what CPC does in practice, as the agency still maintains 24-hour workdays without a single dime of backpay to the workers. When challenged with ending the 24-hour shifts, Ho uses the lack of state funds for CPC as an excuse for wage theft. This flimsy argument falls apart as these smaller agencies have started to pay back the workers.

CPC home attendants are calling on CPC to stop its pretence and meet with the workers immediately. The workers demand CPC: 1. Stop the 24-hour workdays, 2. Pay back all stolen wages of 24-hour workdays, 3. Apologize to the home attendants suffering from the 24-hour workdays.
